A ministerial voucher programme to subsidise the purchase/subscription of cloud and cybersecurity services by SMEs and self-employed persons (eligible products explicitly include cloud SaaS with integrated AI features such as productivity/ERP/CRM tools). The measure reduces infrastructure and security barriers for SMEs adopting AI-enabled software.

Initiative overview

The Voucher Cloud & Cybersecurity programme is a demand-side subsidy instrument operated by the Ministero delle Imprese e del Made in Italy (MIMIT). It provides vouchers to eligible SMEs and self-employed persons (lavoratori autonomi) to offset the cost of purchasing or subscribing to cloud computing and cybersecurity services from a register of prequalified suppliers. Eligible products explicitly include cloud SaaS solutions with integrated AI features meaning the programme directly lowers the financial barrier to SME adoption of AI-enabled software without requiring beneficiaries to procure AI separately. Supplier preregistration opened on 27 February 2026, establishing the pool of eligible vendors from which SMEs may choose; the SME application window ran from March to April 2026. The programme complements Italy's broader SME digitalisation strategy, including the national Competence Centers network and the Transition 5.0 incentive scheme.
