41 government agencies are organized through eSam, a public collaboration mechanism for digitalization of the public sector, which has been implementing seven AI-related initiatives in 2023/2024, including i) use of AI in the creation of public documents, ii) Risks and prerequisites for exchanging models for AI development, iii) a common platform for chatbots, iv) practical application of AI solutions (interpretation), v) generative AI-based services, vi) AI for communication ops.

The Government has decided to assign 25 national authorities to report on their use of AI. The assignment includes reporting on what collaborations exist with other authorities and what training or other competence-enhancing initiatives have been offered to the staff. The authorities must also report on the challenges linked to ethics, regulation and security.

AI is increasingly affecting everyday life. Professionals need up and reskilling in AI. Therefore, seven higher education institutions have been assigned to develop short courses with a focus on AI.

The authorities shall develop guidelines with the aim of promoting the effective, safe and ethical use of generative AI in public administration. The guidelines shall serve as guidance and support for the use of generative AI for employees of state authorities, municipalities and regions from a legal, security and ethical perspective. The guidelines will also serve as methodological support and provide guidance for the activities' assessments of whether and how generative AI should be used.

In 2024, Sweden adopted its largest-ever research and innovation bill, allocating substantial funding to strengthen excellent research, higher education, research infrastructure, and groundbreaking technologies (including AI).

Sweden has co-financed four European Digital Innovation Hubs (EDIHs) approved by the European Commission and continues to support five additional hubs through the EC’s “Seal of Excellence”. The creation and operation of these hubs is a joint effort between Vinnova (the Swedish Innovation Agency) and Tillväxtverket (the Swedish Agency for Economic and Regional Growth).

The National Knowledge Hub for Digitisation in Agriculture in Sweden helps the agricultural sector understand and use digital technologies. It collects, refines, and shares knowledge to support modern farming practices. The hub is led by Linköping University on behalf of the Swedish Board of Agriculture.
