The Voluntary AI Code of Ethics (AICE) is a voluntary, non-binding guidance document that supports organisations in translating Malaysia's seven (7) AI Principles into practical implementation across the AI lifecycle. It supports organisations in applying AI ethics principles across the AI lifecycle and promotes trustworthy, human-centred AI practices.

Initiative overview

The Voluntary Artificial Intelligence (AI) Code of Ethics (AICE) was developed by AI Malaysia Berhad, Malaysia’s national AI lead agency, to support the practical implementation of Malaysia’s ethical AI principles across the AI ecosystem. While the National Guidelines on AI Governance and Ethics (AIGE) establish seven overarching AI Principles, organisations require practical guidance on how these principles can be applied in the design, development, deployment and use of AI systems. AICE serves as an operational bridge between these principles and real-world implementation across sectors.

AICE is a voluntary, non-binding guidance document intended for organisations, AI developers, deployers, researchers and other stakeholders involved in AI. It aims to support the adoption of responsible, human-centred and trustworthy AI practices throughout the AI lifecycle, while encouraging practical, consistent and accountable approaches to implementing ethical AI. AICE complements existing legal and regulatory frameworks and does not replace or modify legally binding requirements.

Launched in July 2026, the initiative is designed to remain relevant as Malaysia’s AI ecosystem and the wider AI governance landscape evolve. AICE takes into consideration emerging ethical AI principles, including potential future sector-specific and national principles.
