Initiative overview
The Czech Republic has developed a Proof of Concept (PoC) project to support the implementation of Act No. 12/2020 Coll. on the Right to Digital Services, a key piece of legislation ensuring citizens’ ability to interact digitally with public administration. The initiative addresses the challenge of aligning existing regulations with this modern legal framework, which seeks to guarantee accessible, user-friendly, and fully digital public services.
The PoC was designed to systematically identify legal provisions that conflict with or hinder the goals of the Right to Digital Services Act. Using a structured analytical approach, the project examined selected areas of legislation to locate inconsistencies, redundancies, and outdated requirements that could obstruct digital service delivery. By mapping these regulatory barriers, the project created a clear foundation for legal reform aimed at enabling smoother and more coherent digital governance.
In addition to identifying discrepancies, the PoC proposed specific legislative amendments to bring existing laws into conformity with the Act. These recommendations are intended to streamline administrative procedures, remove unnecessary paperwork, and ensure that all public services can be delivered digitally when appropriate.
The initiative represents a forward-looking step in the Czech Republic’s digital transformation journey. By proactively addressing legal obstacles to digitalisation, it supports the creation of a more efficient, transparent, and citizen-oriented public administration. The lessons learned from this pilot are expected to guide future regulatory reviews and reforms across other sectors.
