The purpose of the solution is to establish a system for the automatic sorting of incoming mail and documents using AI in IS KRPAN. In the initial phase, it will be used by the Ljubljana Administrative Unit and is expected to increase document-processing efficiency, reduce manual intervention, shorten mail-processing times, lower the risk of errors, increase employee productivity and optimise operating costs, thereby benefiting employees and citizens.

Initiative overview

KRPAN is an information system for document management designed to support the management of documentary records. It is deployed on the central information infrastructure of the Ministry of Digital Transformation as a central web-based information system for the public sector.

It enables government employees to work with documentary material more quickly, flexibly and efficiently. It provides for the secure capture and management of original and scanned documentary material in digital form; supports the recording and management of general and administrative matters; and provides support for working with government materials, e-invoices and other financial documents.

Due to the increased volume of documents and the need for faster, more flexible and more efficient processing and conclusion of administrative matters, the idea of using artificial intelligence emerged. AI would enable the automatic sorting of incoming mail, increasing efficiency, simplifying work processes and ensuring consistent access to information.

The purpose of the solution is to establish a comprehensive system for the automatic sorting of incoming mail using AI. The service will be used within IS KRPAN and is expected to increase document-processing efficiency, reduce manual intervention, and improve the accuracy of the classification and processing of incoming mail.

The selected contractor will establish and configure a generic solution for the automatic sorting of incoming mail on its own local infrastructure located within the Republic of Slovenia and integrate the solution into IS KRPAN. The contractor will provide all necessary hardware and software resources for the system’s operation.

The implementation process will include configuration of the automatic mail-sorting and classification module, integration with IS KRPAN, system testing and deployment. It will also include:

  • the automatic processing of documents received through MailSync integration in IS KRPAN;
  • technical analysis of documents;
  • the use of optical character recognition (OCR) and AI language models for document sorting and classification; and
  • entry of the processing result, including the category of the administrative matter, into IS KRPAN.

The solution will initially be deployed at the Ljubljana Administrative Unit and, if required, at up to ten additional organisations. Following successful deployment at the Ljubljana Administrative Unit, the contractor will ensure the uninterrupted operation and continuous availability of the solution.

Other relevant details

Results, outcomes and impacts: The project is currently in the initial phase of development, at this stage the contract has been signed, and there are no concrete results to report on yet. We expect the project will help to decrease the employee workload and ensure safe and faster sorting and categorisation of incoming mail, which will lead to a higher customer satisfaction and a faster start and conclusion of the administrative procedures. The solution will enhance efficiency and effectiveness in public administration by automating one of the administrative tasks, which will improve citizen service in the Administrative Units. It represents a modern approach to digitalisation and optimisation of business processes using AI. Challenges and lessons learned: During the planning phase the challenge was to take into consideration the legal compliance and adherence to EU and Slovenian data protection regulations. We have prepared the project for the technical challenges which could arise, such as the availability of the local infrastructure (located in the Republic of Slovenia), the constant availability and reliability of the AI service, which ensures communication between the AI module and IS Krpan, providing technical and user support, such as troubleshooting and technical corrections, monitoring the operation of the system, advising users on using the solution, implementing minor improvements based on feedback. It is also important to note that an on-premises installation of the AI infrastructure is needed to support the project in the future, which is already foreseen for the pilot project, since the solution will be transferred to the Ministry of Digital Transformation’s infrastructure.
