The Polo Strategico Nazionale (PSN) is Italy’s sovereign cloud infrastructure for public administrations. It uses four national data centres to host critical public sector data and services securely and reliably. The PSN enables digital transformation of government services while promoting technological autonomy, sustainability, and resilience.

Initiative overview

The PSN was established by the Department for Digital Transformation under the Presidency of the Council of Ministers to consolidate and modernise Italy’s public administration infrastructure. It is operated by Polo Strategico Nazionale S.p.A., a public-private company owned by TIM, Leonardo, CDP (through CDP Equity), and Sogei.

Its mission is to host the critical and strategic data and services of central and local government bodies, including health services (ASL) and major municipalities, in a secure and resilient environment.

The PSN currently operates four data centres:

  • Acilia and Pomezia (Lazio)
  • Rozzano and Santo Stefano Ticino (Lombardy)

These centres are built to high standards of reliability, security, and energy efficiency (green design, certifications, redundancy) to support continuity, disaster recovery, and sovereignty of public data.

Under the National Recovery and Resilience Plan (PNRR), one of the PSN’s goals is to have 75% of Italian public administrations migrate to cloud services by 2026. 

As of December 2022, the PSN infrastructure was declared operational at the four sites, and migrations of public administrations are underway.
