Lithuanian Artificial Intelligence Strategy: A Vision of the Future

In 2019, Lithuania launched an AI strategy to become a regional leader and boost its economy by using AI in key areas like healthcare, farming, and energy. The plan helps create good conditions for AI development and ensures it is used ethically. A 2023“2026 action plan supports this by promoting AI innovation and use across all sectors, including government services.

Initiative overview

Lithuanian AI strategy and action plan strategy allowed us to develop various AI initiatives that laid down the foundations for creating an environment which is favorable to the development and application of AI technologies. It is important, that share of all Lithuanian companies using AI technologies increased from 4.9% in 2023 to 8.8% in 2024. Moreover, share of large Lithuanian companies using AI technologies increased from 21.3% in 2023 to 31.2% in 2024. In addition, in the Government AI Readiness Index 2024 Lithuania is ranked 33rd among 188 countries. This shows that in Lithuania, both business and the public sector are ready to integrate AI solutions that could deliver benefit to both companies and citizens alike.However, it is obvious that Lithuanian AI strategy and action plan need to be updated because of recent rapid advancements in AI technologies and the adoption of EU AI act which will have a huge impact on the whole AI ecosystem.To update our AI strategy and action plan in 2024 Lithuania organized 5 meetings of the National AI Governance Forum, in which more than 200 stakeholders of AI ecosystem participated, including academia and business sector.

To what extent are there mechanisms that ensure inter-governmental coordination?

In Lithuanian there are several institutional arrangements which can be used to ensure inter-governmental co-ordination. For example, in the end of 2023, the Future Committee of Lithuanian Parliament (Seimas) established a Working Group on AI. We also have the Open Data and Digital Transformation Excellence Centre, as well as the Commission for Strategic Portfolio of Projects (set up by the Prime Minister) “ both mechanisms could be used to ensure inter-governmental co-ordination.

In late 2023, Lithuania's Parliament Future Committee set up an AI Working Group. The Open Data and Digital Transformation Excellence Centre and the Prime Minister's Commission for Strategic Portfolio of Projects also monitor AI initiatives. Additionally, the new Strategic Management Information System (SVIS) is being developed to help ministries supervise national plans, track progress, and analyze results, and it can be used to monitor AI-specific measures and projects.
