Polo Strategico Nazionale
Initiative overview
The PSN was officially activated on 21 December 2022 under Italy’s National Recovery and Resilience Plan (PNRR), as part of Mission 1, Component 1, Investment 1.1 (“Cloud PA / Polo Strategico Nazionale”). Its aim is to provide public administrations—including central administrations, Local Health Units (ASLs), and the main regional/local administrations—with cloud infrastructure meeting high standards of security, sovereignty, operational continuity, and environmental sustainability.
Key features include:
- Ownership and governance via Polo Strategico Nazionale S.p.A., a special purpose company jointly owned by TIM, Leonardo, Cassa Depositi e Prestiti (CDP via CDP Equity), and SOGEI.
- Four data centres located in Acilia and Pomezia (Lazio), and Rozzano and Santo Stefano Ticino (Lombardy), designed with high availability, fault tolerance, and elevated environmental standards.
- Strong emphasis on digital sovereignty, meaning the infrastructure is intended to be independent of non-EU entities for critical services, with certified high security, resilience, and compliance with cloud-first principles.
The initiative also encompasses migration support: administrations whose infrastructures are considered insecure or critical are prioritised for migration to the PSN. By 2026, the goal is for 75% of Italian public administrations to be using cloud services, including via PSN.
Recent developments include AgID (the Agency for Digital Italy) formally joining or migrating some of its services to the PSN cloud under an agreement signed in May 2024. This migration follows the “cloud-native” and “cloud-first” architectural model, ensuring equivalence in functionality and architecture
