Sectoral Analysis of AI and Initial Vision of AI Development in Ukraine

The Sectoral Analysis developed by the Ministry of Digital Transformation of Ukraine aims to highlight the current state of artificial intelligence (AI) in the country across different sectors. It identifies existing strengths and weaknesses and outlines priority areas for AI development. The analysis reviews the leading AI projects currently being implemented in Ukraine and presents a roadmap for the adoption of a national AI strategy.

Initiative overview

The initiative seeks to overcome barriers such as limited funding, outdated education programmes, and weak infrastructure, while capitalising on Ukraine’s IT talent and international integration to position the country as a regional AI hub for testing solutions, GovTech integration, and innovation in priority industries.

Objectives:

  • Fostering AI growth through sectoral analysis, identifying strengths (e.g. educational programmes) and weaknesses (e.g. low venture funding), and outlining eight priority directions: AI in defence, cybersecurity, healthcare, agriculture, environmental protection, education, Ukrainian-language large language models, and generative AI. 
  • It also proposes three flagship projects — the WINWIN AI Center of Excellence for public–private collaboration, Government BI for data-driven governance, and a sandbox for AI and blockchain startups — to drive implementation. These projects aim to enhance economic competitiveness, retain talent, align with EU standards, and achieve strategic goals such as regulatory harmonisation and R&D partnerships.

The initiative is designed to address weaknesses in Ukraine’s AI sector and support its long-term development. In addition, the Sectoral Analysis highlights achievements and top priorities in the field and identifies the next steps for AI development in Ukraine through to the end of 2025.
