The AI Bill (Senate Act 1146/2024) is a national framework to implement EU AI Act 2024/1689. It enshrines principles—transparency, human oversight, data protection, non-discrimination—and delegates rulemaking to the government. It sets sectorial rules for healthcare, research, public administration and justice; establishes AgID and ACN as overseeing authorities; and introduces provisions on copyright, data localisation, cybersecurity, and research exemptions.

Initiative overview

This project represents the country’s legislative response to the EU AI Act, setting out how European rules will be applied nationally. The framework provides the legal basis for tailoring implementation across different sectors, with oversight assigned to national agencies. It also introduces complementary measures in areas such as intellectual property, cybersecurity, and data governance, reflecting both compliance with EU standards and attention to domestic priorities in managing AI deployment.
