Initiative overview
The AI Centre of Excellence was launched in 2025 by the Ministry of Digital Transformation of Ukraine as the first national institution dedicated to accelerating the development and integration of AI across public governance, defence, education, business, and healthcare. The Centre was created as part of Ukraine’s WINWIN innovation strategy 2030 and aims to enhance the country’s global competitiveness by transforming the state, economy, and society through responsible AI adoption.
Key objectives:
- Brings together experts, infrastructure, and innovation capacity to address national priorities through applied AI solutions.
- Its primary focus is the development of national LLM and AI tools for the government and defence sectors.
- It also supports the implementation of AI in education, scientific research, and healthcare, while fostering the growth of start-ups and small and medium enterprises.
Results:
In its first year, the Centre launched an AI incubator and initiated the development of a pipeline for piloting AI products in the public sector. Work began on 16 AI prototypes, with several expected to advance to MVP stage and transition into full-scale products. These efforts aim to test practical applications of AI and build implementation capacity across public services.
Impact:
A strategic goal of the Centre is to lay the technological foundation for Ukraine’s AI sovereignty. It has begun developing national infrastructure for AI deployment and is working on the development of a national large language model (LLM) tailored for public service use. The Centre is also shaping a technological strategy focused on scaling and integrating AI into major digital platforms, such as Diia (Ukraine’s mobile app for e-governance services), Mriia (a national digital education platform), and AI Legal (a planned tool for automating legal support in the public sector), as well as AI for EU integration and acquis alignment. While specific defence applications remain confidential, the Centre is expected to contribute to the development of AI-enabled solutions in the security sector."
