The Concept was designed to foster innovation, improve public services, and strengthen economic growth.

Initiative overview
Concept for the Development of Artificial Intelligence in Ukraine was approved in 2020 and sets out the national vision and strategic priorities for the development, deployment, and regulation of AI technologies across all sectors. The initiative addresses the lack of coordinated state policy in the AI field, the absence of a legal and ethical framework, and the growing need to ensure Ukraine’s global competitiveness in digital technologies.
Objectives:
- To foster research and innovation in AI, promote the responsible and safe implementation of AI technologies, and support their integration into both the public and private sectors.
- To raise awareness of AI opportunities among citizens, develop educational programmes, and establish a governance system that ensures ethical, transparent, and human-centred use of AI.
The Concept is expected to be updated with the forthcoming National AI Strategy 2030.
