Initiative overview

Diia.AI is a personal AI assistant that both advises users and delivers government services. Visually, it resembles familiar AI chatbots such as ChatGPT. At the initial stage, the assistant is available on the Diia government web portal, with mobile app integration planned.

Currently, Diia.AI performs several key functions. First, it provides consultation and navigation, offering step-by-step guidance on accessing any service available on the Diia portal, as well as information about projects of the Ministry of Digital Transformation. Users can ask how to sell a car via Diia, apply for the eRestoration programme, or choose a business grant through Diia.Business.

Second, Diia.AI enables service matching based on life situations. For example, if a user reports damage to their home, the assistant suggests the relevant service (eRestoration), explains how to upload photos, and guides the user through submitting an application to the commission.

Third, Diia.AI delivers services directly in chat, without extra steps. This is its key innovation: instead of redirecting users, the assistant completes actions within the conversation. The first available service is the income certificate, with more services to be added over time, making Diia.AI a single access point for public services on the portal.

Diia.AI is currently available in open beta and continuously improves. Like all systems based on large language models (LLMs), it learns through user interaction. Users can provide feedback directly in the chat by marking responses as “effective” or “ineffective” and explaining why. This feedback is used to fine-tune the assistant.

The assistant is powered by generative artificial intelligence, meaning it generates responses in real time rather than retrieving pre-written answers. It uses a large language model to analyse keywords, context, and user intent, functioning more like an expert than a static knowledge base. As a result, responses may vary depending on wording and context, while clarity of the request significantly affects response quality.

Diia.AI is built on Google’s Gemini 2.0 Flash, further fine-tuned on Ukraine’s internal digital infrastructure, including Diia, Diia.Business, and Diia.Education. It operates on a hybrid infrastructure, combining a secure local on-premise system with cloud-based processing. Data from state registries is isolated from the cloud, ensuring a high level of data protection. All queries also pass through a Guardrail filter that blocks potentially harmful or suspicious content, enhancing user safety and trust.
