Initiative overview

Slovenia's eHealth Strategy for 2022–2027, titled “eHealth for a Healthier Society”, is a comprehensive initiative developed with support from the European Commission’s Structural Reform Support Programme. The strategy outlines the objectives and priorities for the development of eHealth in Slovenia, focusing on enhancing patient care, improving system efficiency, and facilitating data-driven decision-making.

Key Objectives:

  • Unified Electronic Health Record (eHealth Record): The strategy emphasizes the introduction of a single electronic health record system, aiming to centralize patient data, enhance accessibility, and improve the continuity of care across the healthcare system.
  • National Telehealth Framework: A national telehealth framework is being designed to facilitate the provision of remote healthcare services, ensuring broader access to medical consultations and reducing geographical barriers to healthcare delivery.
  • Legislative Reforms: The strategy includes the amendment of related legislation to enable better oversight of the eHealth system, streamline data flows, and ensure compliance with data protection regulations.
  • System Integration and Interoperability: Efforts are underway to optimize, integrate, and connect existing information systems and databases, enhancing the efficiency of management and control processes within the healthcare sector.
  • Data Security and Governance: The strategy prioritizes the enhancement of data security measures and the establishment of robust governance frameworks to safeguard patient information and ensure the responsible use of health data.
  • Strategic Vision:

By 2027, Slovenia aims to have a patient-centered, secure, interoperable, and efficient digital health ecosystem. The strategy seeks to empower citizens and health professionals through digital tools, improve population health, and promote trust in digital services. It aligns with broader EU frameworks such as the European Health Data Space and the Digital Decade 2030 objectives, contributing to the modernization and digitalization of the healthcare system in Slovenia.

Implementation and Oversight:

The Government Office for Digital Transformation, soon to become the Ministry of Digital Transformation, plays a pivotal role in coordinating the digitalization efforts. The strategy emphasizes the importance of a dedicated management structure, specialized workforce, and active involvement of all relevant stakeholders to ensure the successful implementation and sustainability of the eHealth initiatives.
