Initiative overview
"The Glossary of Terms on AI was developed by the Ministry of Digital Transformation of Ukraine in cooperation with national and international experts as part of the implementation of the AI Regulation Roadmap and the White Paper on AI Regulation in Ukraine. It provides a consolidated set of definitions for key terms used in the context of artificial intelligence (AI), aiming to harmonise terminology and ensure a shared understanding among various stakeholders.
Objectives:
- The main objective of this initiative is to support the development of coherent, transparent, and effective communication in the AI field by offering clear definitions for commonly used concepts.
- This is particularly relevant for policymakers, developers, educators, researchers, and other actors involved in the development and use of AI systems.
- By promoting consistency in the use of terminology, the glossary contributes to improving legal clarity, regulatory drafting, education, and public understanding.
Impact
- The glossary includes over 100 terms structured alphabetically in both Ukrainian and English.
- Each entry provides a term and its definition, with references to sources such as the OECD, EU legislation, UNESCO recommendations, ISO standards, and documents of the Council of Europe.
- Where appropriate, Ukrainian context and legal interpretations are taken into account, ensuring alignment with international standards while respecting local specifics.
Future outlook:
This initiative is expected to evolve through updates as AI-related terminology develops. The glossary will serve as a reference point for future legislation, policy documents, educational materials, and sector-specific guidelines. It strengthens Ukraine’s capacity to adopt and implement harmonised AI regulation in line with the EU AI Act and other international frameworks."
