Personal Data Anonymisation Module in the Unified State Register of Court Decisions is a specialised artificial intelligence (AI)-based system developed by the State Enterprise “Judicial Information Systems”. Its main purpose is the automated processing of court decisions to ensure the anonymisation of personal data in accordance with legal requirements.
Background:
The need for this module arose because, since the end of 2017, the previous mechanism for processing personal data had become outdated and no longer met current challenges and conditions. Its effectiveness was estimated at only 20–30%.
Every day, between 30,000 and 60,000 documents are submitted to the Register. Processing such a volume manually would require the involvement of at least 40 operators.
Impact:
In response, a unique module based on artificial neural networks was developed. Unlike conventional algorithms, neural networks are not programmed in the traditional sense but are trained. This learning capacity is a key advantage of neural networks and has been effectively implemented in this system. The introduction of the module has increased processing efficiency to 95% and significantly reduced the workload on personnel."
