Initiative overview

The recommendations on the use of artificial intelligence (AI) in higher education institutions in Ukraine address the growing need to integrate AI technologies responsibly within the academic environment. As AI tools become increasingly accessible and powerful, universities face challenges related to ethics, data privacy, transparency, and potential biases in AI applications. 

Objectives:

This initiative seeks to provide practical guidance to educators, administrators, and students on how to leverage AI benefits while minimising risks, ensuring that AI enhances rather than undermines educational quality and fairness.

  • to create a methodological basis for the implementation and rational use of artificial intelligence technologies in higher education institutions; 
  • to promote the ethical and transparent use of AI technologies in teaching, learning, research, and administration; 
  • to protect personal data and privacy rights of all users; 
  • to support human oversight of AI systems; 
  • and to build digital literacy and trust within the higher education community. 

Looking ahead, the initiative is expected to evolve by being integrated into formal university policies and curricula, supporting the development of specialised AI-related courses and training programmes. Institutionalisation will involve cooperation among government bodies, educational institutions, and the private sector to continuously update guidelines in line with technological progress and emerging legal frameworks, such as the EU AI Act. Scaling the initiative nationally and potentially regionally can contribute to modernising higher education and improving its global competitiveness through trustworthy AI adoption.
