Roadmap for AI Regulation in Ukraine: A Bottom-Up Approach

The AI Regulation Roadmap in Ukraine is a national strategic initiative launched by the Ministry of Digital Transformation of Ukraine in 2023. It was developed in response to the growing need for clear, future-oriented, and balanced regulation of artificial intelligence (AI). With AI technologies rapidly developing and penetrating various sectors, the roadmap aims to ensure that Ukraine's regulatory environment is ready to foster innovation while protecting rights, safety and interests.

Initiative overview

The AI Regulation Roadmap was developed in 2023 by the Ministry of Digital Transformation of Ukraine and the Expert Advisory Committee on the Development of the Artificial Intelligence Sector of Ukraine under the Ministry of Digital Transformation of Ukraine. 

Objectives:

  • providing the highest possible level of human rights protection for citizens;
  • considering the implementation of the EU AI Act;
  • emphasising the development of innovations, as well as Ukraine’s integration into the EU.
     

The initiative adopts a bottom-up approach, engaging stakeholders from academia, civil society, business, and government in a broad consultation process. One of the main objectives is to support a smooth and step-by-step transition from voluntary practices and ethical standards towards a legally binding framework. The roadmap outlines key milestones for AI policy implementation through 2027. These include the development of non-binding documents such as a White Paper and voluntary codes of conduct, capacity building, public awareness initiatives, and the eventual drafting of legislation harmonised with the EU Artificial Intelligence Act.

A key focus of the roadmap is fostering a flexible and adaptive regulatory environment that supports innovation while gradually introducing legal norms. This allows Ukrainian stakeholders to prepare operationally and culturally for future compliance requirements, ensuring that AI development remains safe, transparent, and aligned with democratic values and fundamental rights.

The initiative evolved into a White Paper on AI Regulation.
