White paper on the National Artificial Intelligence Roadmap
Indonesia’s National Artificial Intelligence Roadmap (Peta Jalan Kecerdasan Artifisial Nasional), led by the Ministry of Communication and Digital, sets implementation priorities for 2025–2029. It operationalises and aligns with the National AI Strategy (STRANAS KA) 2020–2045 to support Indonesia Emas 2045 by focusing on ethics and governance, talent development, infrastructure and data, research and innovation, investment, priority use cases, and monitoring and evaluation mechanisms.
National Programme on Artificial Intelligence
The National programme to promote the development and use of AI in the Republic of Slovenia by 2025 (NpAI) was adopted in May 2021 as the country’s national AI strategy. The NpAI has been designed to support research, development and uptake of ethical and trustworthy AI, assuring safety and human rights in a user-centric way that benefits humans and society, based on Slovenia’s long-time research experience and capacity in AI.
National Artificial Intelligence and Big Data Strategy 2023–2027
Benin’s Stratégie Nationale d’Intelligence Artificielle et des Mégadonnées (SNIAM) 2023–2027, adopted in January 2023 and led by the Ministry of Digitalisation, sets a five‑year framework to harness artificial intelligence and big data. It aims to support development, innovation and skills by prioritising sectors such as education, health, agriculture and public services, with a strong focus on governance, ethics, data management and capacity building.
Strategy for the Development of Artificial Intelligence in Cuba
Cuba’s Estrategia para el desarrollo de la Inteligencia Artificial is part of the national Policy for Digital Transformation and was adopted in 2024. Led by the Ministry of Communications, it aims to promote the development, distribution and safe, responsible use of AI to support socio‑economic development. The strategy sets priority axes on ethics and regulation, human capital, applications, public administration, science and innovation.
National Artificial Intelligence Strategy (ENIA)
The National Artificial Intelligence Strategy of the Dominican Republic (ENIA), launched in October 2023, is led by the Government Office for Information and Communication Technologies in collaboration with the Cabinet of Innovation and Digital Development. It aims to integrate AI ethically and responsibly to support national development, focusing on human talent, infrastructure, innovation, regional collaboration and ethical governance, within the National Innovation Policy 2030 framework.
National AI Strategy Roadmap 2.0 (NAISR 2.0)
The NAISR 2.0 builds on the Philippines' 2021 AI roadmap, updated to integrate recent advancements including Generative AI. It recalibrates strategic actions, addresses AI ethics and governance, and aligns with the country's Science, Technology, and Innovation-driven Industrial Strategy. The roadmap aims to drive economic growth, strengthen national competitiveness, and improve Filipinos' quality of life, positioning the Philippines as a Center of Excellence in AI R&D.
National Artificial Intelligence Policy
Ethiopia’s National Artificial Intelligence Policy, issued by the Federal Democratic Republic of Ethiopia in June 2024, provides a national framework to guide the development, adoption and governance of artificial intelligence. It aims to build human capacity, strengthen data and digital infrastructure, support research and innovation, and promote inclusive development, while setting policy directions on ethics, legal frameworks, transparency and accountable use of AI across sectors.
National Artificial Intelligence Strategy of Libya 2025–2030
The National Artificial Intelligence Strategy of Libya 2025–2030 sets a national framework to use artificial intelligence as a driver of inclusive and sustainable development. It aims to improve public services, enhance security and innovation, and place people at the centre of AI use. The strategy is structured around six pillars covering governance, legislation and ethics, infrastructure and data, human capacity development, priority sectors, and monitoring and evaluation.
Kenya Artificial Intelligence Strategy 2025–2030
The Kenya Artificial Intelligence Strategy 2025–2030, led by the Ministry of Information, Communications and the Digital Economy, sets out a framework to position Kenya as a regional leader in AI research, innovation and application. It prioritises AI digital infrastructure, data, research and innovation, talent development, governance, investment, and ethics, equity and inclusion, with an emphasis on responsible, secure and inclusive AI deployment.
National Artificial Intelligence Strategy of Mauritania 2024–2029
The National Artificial Intelligence Strategy of Mauritania 2024–2029, led by the Ministry of Digital Transformation, Innovation and Modernization of Administration, aims to develop artificial intelligence through five priorities: human capacity building, research and innovation, data governance, ethical AI, and sectoral applications in key areas such as healthcare, education, agriculture, transport, energy and defence.
National Artificial Intelligence Strategy of Zambia 2024–2026
The National Artificial Intelligence Strategy of Zambia 2024–2026, led by the Ministry of Technology and Science, sets a national framework to use AI for economic growth, improved public services and inclusive development. It prioritises human capital development, digital infrastructure, data ecosystems, research and innovation, sectoral AI adoption and international collaboration, and establishes governance and ethical oversight through a National AI Council and Technical Working Groups.
Zimbabwe National Artificial Intelligence Strategy 2026–2030
Zimbabwe's National Artificial Intelligence Strategy 2026–2030 is led by the Ministry of Information Communication Technology, Postal and Courier Services and sets a national framework to harness AI for inclusive growth, innovation and national sovereignty. It defines strategic pillars on AI talent development, infrastructure and computational sovereignty, sectoral adoption, research and innovation, international collaboration, and governance and ethics.
National strategy: Republic of Ghana National Artificial Intelligence Strategy 2023–2033
Ghana’s National Artificial Intelligence Strategy 2023–2033, led by the Ministry of Communications and Digitalisation, seeks to harness AI for inclusive growth and improved quality of life. It aims to build a responsible and inclusive AI ecosystem through eight pillars addressing education and skills, youth employment, digital infrastructure, data governance, ecosystem coordination, sectoral AI adoption, applied research and public sector use, with emphasis on ethical and accountable AI.
National Artificial Intelligence Strategy
The Ivory Coast National AI Strategy (SNIA 2030), published in 2024 and developed under the authority of the Ministry of Digital Transition and Digitalisation with World Bank support, aims to position Côte d'Ivoire as a regional leader in AI by 2030. Its vision is to make AI inclusive, ethical, and responsible as an accelerator of digital transformation. The strategy rests on three pillars: investment, inclusion, and governance.
Senegal National Artificial Intelligence Strategy and Road Map
Senegal's National AI Strategy and Road Map, published in 2023 by the Ministry of Communication, Telecommunications and Digital Economy, sets out a vision for ethical, trustworthy AI to 2028. Built around four fundamental objectives and six strategic orientations, it aims to make AI a catalyst for the Plan Sénégal Émergent, improve living conditions, foster West African regional leadership, and ensure responsible and ethical AI governance.
National Artificial Intelligence Strategy (NAIS)
Nigeria's National Artificial Intelligence Strategy (NAIS), published in September 2025, is led by the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE), with NITDA as a key implementing body. It sets a five-year vision (2025–2029) to make Nigeria a global leader in ethical and inclusive AI innovation. The strategy pursues three broad goals: economic growth and competitiveness, social development and inclusion, and technological advancement and leadership.
Egypt National Artificial Intelligence Strategy
Egypt’s National AI Strategy (2025–2030) aims to position the country as a regional leader through six pillars: Governance, Technology, Data, Infrastructure, Ecosystem, and Talent. By 2030, it targets an ICT GDP contribution of 7.7%, 30,000 AI experts, and 250+ startups. Key goals include launching a National Foundation Model and ensuring ethical use via a new regulatory system. It focuses on improving life in sectors like health and agriculture.
New Zealand's Strategy for Artificial Intelligence, "Investing with Confidence"
New Zealand’s AI Strategy, "Investing with Confidence," outlines a national approach focused on adopting existing AI technologies to boost productivity and economic growth.
The Strategy for the Development of Artificial Intelligence Technologies until 2030
Uzbekistan is developing artificial intelligence in key sectors: healthcare, education, agriculture, fintech and banking, energy, as well as tax and customs. The national AI strategy aims to solve practical problems, increase efficiency, and benefit citizens, businesses, and the economy.
