CiudadanIA: AI-Powered Citizen Correspondence Processing for the Spanish Prime Minister’s Office
CiudadanIA uses AI to accelerate the processing of citizen letters addressed to the Spanish President through the “Write to the President” service. Small language models generate summaries of citizen correspondence, enabling faster routing and response. The project also produced open-source tools for testing AI prompts and models at scale, including an LLM-as-a-judge evaluation framework, contributing to trustworthy AI in government.
ServetIA: AI Research Platform for the Spanish Prime Minister’s Office
ServetIA is an AI-powered research platform developed for the Spanish Prime Minister’s Office to help government staff conduct faster, more thorough policy research. The tool uses large language models with source verification to provide reliable, evidence-based outputs. It was developed to reduce the time public servants spend on information gathering and improve the quality of briefing materials supporting government decision-making. ServetIA is in Beta.
PresidencIA: Generative AI Adoption Programme for the Spanish Prime Minister’s Office
Leveraging on 3 pillars (Community, Applications and Infrastructure), PresidencIA builds AI literacy among staff through workshops, community and best practices, develops custom AI tools for processes in the PM’s Office, and pursues on-premises AI infrastructure for tech sovereignty. It also works to position Spain as a partner for leading AI labs on safety and alignment. The programme addresses the gap between AI’s potential and practical government capacity.
PALOMA: Artificial Intelligence for Early Detection of Unwanted Loneliness in Older Adults (Subnational: Madrid)
PALOMA is an artificial intelligence system that makes phone calls to people over 75 who live alone to detect situations of unwanted loneliness. It conducts short conversations with a natural sounding voice, identifies risk signals, and offers information or municipal follow up. The project helps reach more people, detect needs earlier, and connect them quickly with social support.
MencIA: Sovereign AI Strategy for Territorial Cohesion. (Subnational: Lugo)
MencIA is a sovereign AI strategy that aims to offer a Platform as a Service (PaaS) to 66 municipalities in the province of Lugo with fewer than 20,000 inhabitants. It will enable local councils to adopt secure, local, open-source AI tools, avoiding dependence on large corporations. The initiative will bridge the digital divide, ensuring that small towns benefit from AI through publicly controlled technology, privacy by design, and efficiency.
ADIA: Innovation in the processing of legal documents
In Justice Administration, many repetitive daily tasks are time-consuming. A key example is document anonymisation—the removal of personal data—necessary for dissemination. ADIA allows judicial documents to be analysed and processed using AI, automating repetitive tasks and streamlining management. Accessible nationwide to all judicial users, its main features are: automatic document anonymisation, smart summarisation, and Plain Language to make legal texts easier to understand.
Artificial Intelligence Strategy for the National Health System (eIASNS)
The Artificial Intelligence Strategy for the Spanish National Health System (eIASNS), approved in July 2024, aims to ensure the coordinated, ethical, and equitable adoption of AI across healthcare services. It establishes governance, promotes skills development, and supports use cases such as clinical decision support and administrative automation, with the goal of improving care quality, efficiency, and patient outcomes.
Spanish AI regulatory sandbox pilot guidelines for the European Artificial Intelligence Act
The set of 16 guidelines is an initiative developed within the Spanish AI regulatory sandbox pilot to support implementation of the European Artificial Intelligence Act. It includes introductory, technical and checklist materials providing practical recommendations to help organisations comply with regulatory obligations. The guides are non-binding, aligned with EU requirements, structured across thematic areas, and subject to ongoing review and updates as standards and EU guidance evolve.

PERTE Chip Semiconductor Ecosystem
PERTE Chip aims to strengthen the design and production capabilities of the microelectronics and semiconductor industry in Spain and promote national and EU strategic autonomy in this sector, in line with the EU Chip Law. Its 4 strategic axes cover the entire value chain of the industry in different phases: conception, design, production of chips and manufacturing ICT electronic products, so that it acts as a generator of demand for the microchips produced and boosts the semiconductor ecosystem.
Measures to reinforce Spain’s HPC capacity for AI development
Several measures including: reinforcing capacity at Barcelona Supercomputing Center (BSC-CNS) so the MareNostrum 5 supercomputer exceeds 450 Pflops, making this capacity available to industry actors (objective of 20%), and reinforcing the Spanish HPC network.
Programme to support edge technologies (as part of UNICO IPCEI subsidy programme)
Subsidies granted to actions aimed at supporting Spain's contribution to Important Projects of Common European Interest (IPCEI), including IPCEI on Next Generation Cloud Infrastructure and Services (IPCEI CIS) - provide competitive and fair access to next-generation cloud and edge capabilities.
Plan to Promote Sectoral Data Spaces
The Ministry for the Digital Transformation and Civil Service has presented an ambitious Plan for the Promotion of Sectorial Data Spaces. Its objective is to foster innovation and improve competitiveness and added-value in all economic sectors, promoting the deployment of data spaces where data can be securely shared. Thanks to them, companies, and the economy in general, will be able to benefit from the full potential of a European data single market.
Incubator of AI solutions for the public administration
Incubator focused on AI-based solutions for public sector organizations, with a focus on use cases involving generative AI. Although no public announcement had been issued at the time of writing, Spanish authorities report having received more than 300 requests from ministries. A prioritization protocol and development guidelines for the use cases are being developed.
