SPARK - "Accelerating Planning and Approval through AI"
SPARK ("Accelerating Planning and Approval through AI") is a German initiative developed by the Federal Ministry for Digital and State Modernization and financed via the Climate and Transformation Fund. It provides agentic AI tools that accelerate complex planning and approval procedures by analysing application files, checking completeness and plausibility, and preparing decision proposals, while final decisions remain with staff. The tools were released as open source in April 2026.
7th Basic Plan for the Promotion of Science and Technology
Japan's national strategic framework for science, technology and innovation, covering the period FY2026–FY2030, which succeeds the 6th Basic Plan. Where the 6th Plan emphasised Society 5.0 as a social vision, the 7th Plan introduces an "actionable science" philosophy and places greater weight on three axes: revitalisation of Japan's basic research capabilities, acceleration of innovation-driven economic growth and integration of science and technology policy with economic security objectives.
R&D Tax Credit System
Japan's core corporate R&D tax credit system providing a 6–14% tax credit on total R&D expenses, with enhanced rates of 12–17% for SMEs, an open innovation add-on of up to 10%, and a new 40% credit for strategic technologies including AI from FY2026.
Law No. 5321/2026 – Measures for the Implementation of Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024 (Artificial Intelligence Act), Amendment of Law 4961/2022, and Other Provisions
Law No. 5321/2026 establishes the national framework for the implementation of the EU ΑΙ Act (Regulation (EU) 2024/1689) in Greece. It designates competent authorities, provides for market surveillance and enforcement, establishes an AI regulatory sandbox, a AI Systems Registry for the public sector and an AI Observatory, and promotes the trustworthy and innovative use of AI. The law further replaces the AI governance provisions previously contained in Law 4961/2022.
IPS Córdoba Assistant — AI Policy Analysis Agent for Social Progress Governance (Subnational: Province of Córdoba)
The IPS Córdoba Agent is an AI-powered policy tool integrated into the Social Progress Index dashboard for Córdoba’s 427 localities. It analyses quality-of-life data across 12 components and 57 indicators, combining social metrics, trends, and policy literature. More than a chatbot, it provides contextualised analysis and actionable recommendations so mayors and local officials can turn data into informed public policy, targeted investment, and evidence-based decisions.
Digitalization & AI Introduction Subsidy 2026
A Japanese national grant programme — a renamed and AI-refocused evolution of the long-running IT Introduction Subsidy — providing SMEs and micro-enterprises with subsidies to purchase and adopt pre-registered IT tools, with AI-enabled tools now prioritised as a core adoption target.
General-type Subsidy
A flexible subsidy route that supports bespoke equipment, system integration and custom automation/IT investments (including tailored AI systems).
Basic Act on the Development of Artificial Intelligence and the Establishment of Foundation for Trustworthiness ("AI Basic Act")
South Korea's AI Basic Act was passed by the National Assembly on 26 December 2024, taking effect January 2026. It consolidates 19 bills into a national governance framework, establishing an AI Master Plan, the National AI Committee, and an AI Safety Institute, while supporting the AI industry through R&D, data infrastructure, clusters, and SME/startup assistance, and setting transparency, safety and accountability obligations for high-risk and generative AI.
HUDERIA – Methodology for assessing the risks and impacts of artificial intelligence systems
HUDERIA is a Council of Europe initiative comprising a methodology adopted in 2025 and a model approved in 2026 to assess risks and impacts of artificial intelligence systems on human rights, democracy and the rule of law. It provides structured, technology‑neutral guidance and tools to help public and private actors identify, assess, prevent and mitigate risks across the AI lifecycle.
Agentic AI Hub
The Agentic AI Hub is a German initiative by the Federal Ministry for Digital and State Modernization, launched on 9 March 2026, pairing 17 municipalities with ten start-ups across 18 pilot projects covering administrative tasks such as housing benefit and naturalisation. Startups and municipalities were selected from around 400 start-up and almost 200 municipal applications.
Egypt's National Generative AI Guidelines
Egypt’s National Generative AI Guidelines provide a principles‑based framework to ensure the safe, responsible, and transparent use of generative AI. The document outlines risks, ethical safeguards, governance practices, sector‑specific guidance, and international alignment to support innovation while protecting human rights, privacy, and public trust.
AI for Care – Artificial Intelligence Strategy for Healthcare in Ireland 2026–2030
AI for Care is Ireland’s Artificial Intelligence Strategy for Healthcare for 2026–2030, developed by the Department of Health and the Health Service Executive. It aims to promote the safe, responsible use of AI across health and social care by improving patient care, efficiency, and research, implemented through a strategic roadmap, four pillars (clinical care, operations, research, public health), and an AI Implementation Framework.
Sweden’s AI Strategy
Sweden’s AI strategy is a comprehensive national framework to make the country a global top-10 AI leader. It promotes responsible, secure, and trustworthy AI while strengthening innovation, research, and competitiveness. The strategy focuses on increased adoption across society, improved public services, and international cooperation, supported by an action plan and annual follow-up.
Encyclical letter Magnifica Humanitas
Magnifica Humanitas is an encyclical issued by Pope Leo XIV on 15 May 2026, addressing safeguarding human dignity in the era of artificial intelligence. It calls for immediate and ongoing action to ensure AI serves the common good through ethical governance, regulation, education and shared responsibility. The initiative promotes transparency, accountability and international cooperation to counter inequality, exclusion and technocratic dominance.
AI Guidelines for Business Ver1.2
AI Guidelines for Business (Ver1.2), issued on 31 March 2026, provide unified guiding principles for AI governance in Japan. They aim to promote the safe and secure use of AI by helping business actors recognise risks and take voluntary countermeasures across the lifecycle, supporting both innovation and risk reduction through cooperation and a risk-based approach.
European High Performance Computing Joint Undertaking (EuroHPC JU)
The European High Performance Computing Joint Undertaking (EuroHPC JU) is a joint initiative between the European Union, participating European countries and private partners. Its goal is to develop a world‑class supercomputing ecosystem in Europe by providing access to supercomputers, quantum computers, AI factories and research and innovation projects, implemented through coordinated infrastructure deployment, access calls and collaborative programmes.
GPU provision measures under the National AI Project to support SMEs and startups
Korea's Ministry of SMEs and Startups secured 264 B200 GPUs under the National AI Project to support SMEs and startups. Delivered free via NHN Cloud, two programmes are funded: a manufacturing project (64 GPUs) targeting production and quality control AI, and a startup incubator (200 GPUs) covering strategic AI development, industry-specific solutions, and early-stage founder support. Applications run April–May, support commences June 2025.
Zimbabwe National Artificial Intelligence Strategy 2026–2030
Zimbabwe's National Artificial Intelligence Strategy 2026–2030 is led by the Ministry of Information Communication Technology, Postal and Courier Services and sets a national framework to harness AI for inclusive growth, innovation and national sovereignty. It defines strategic pillars on AI talent development, infrastructure and computational sovereignty, sectoral adoption, research and innovation, international collaboration, and governance and ethics.
Guide to Egypt's National AI Governance Framework
Egypt’s National AI Governance Framework is the suite of all AI Governance instruments and publications that establishes a comprehensive, sovereign, and human centric approach to governing artificial intelligence across the public and private sectors. Rooted in Egypt’s constitutional values and aligned with global best practices, the Framework positions Egypt as a regional anchor in responsible AI.
Egypt National Guidelines for Trustworthy and Responsible AI
The National Guidelines for Trustworthy and Responsible AI (the Guidelines) establish a national reference for the responsible development, deployment, and oversight of Artificial Intelligence systems across the public and private sectors. These Guidelines aim to ensure that AI is used safely, transparently, and ethically, while supporting innovation and digital transformation in alignment with Egypt’s Vision 2030 and the National AI Strategy.
