Initiative overview
Germany has developed specific guidelines for the use of artificial intelligence (AI) in the administrative work of employment and social protection services. Coordinated by the Policy Lab Digital, Work & Society at the Federal Ministry of Labour and Social Affairs (BMAS), the initiative addresses the need to deploy AI responsibly in sensitive public services, ensuring fairness, transparency, and citizen trust.
The primary objective of these guidelines is to promote human-centred and non-discriminatory AI adoption within employment and social protection services. They provide practical recommendations for both employees and administrative units, ensuring that AI technologies support decision-making, enhance service delivery, and respect legal, ethical, and societal standards.
The guidelines were created through a participatory, bottom-up process, involving input from civil servants, AI experts, and stakeholders from civil society. This collaborative approach ensures that the recommendations are practical, contextually relevant, and aligned with the needs of both employees and citizens.
