Initiative overview

The Guidelines on the Responsible Use of AI: For Developers initiative is aimed at providing clear, practical guidance to developers, legal professionals, and other stakeholders involved in the creation of artificial intelligence (AI) products in Ukraine. It addresses the growing need to integrate ethical, legal, and human rights considerations into the design and development of AI tools, with a focus on ensuring compliance with existing legislation, mitigating discrimination, protecting privacy, and managing intellectual property risks.

Objectives:

  • Key objectives include increasing legal awareness among developers, promoting responsible data use, embedding human rights assessments into model design, and clarifying copyright protections for AI-generated outputs and datasets.
  • The initiative emphasises the importance of human oversight and offers specific guidance on privacy-by-design, data minimisation, and transparency.

Impact:

  • The initiative responds to the rapid growth of AI technologies and their integration into public and private sector systems. Developers often lack accessible legal frameworks or human rights guidelines when training or deploying models.
  • This document fills that gap by offering structured recommendations on data governance, model training, choice of large language models, human oversight, consumer protection, copyright, and privacy.
  • It also includes a dedicated section on antitrust risks, making it one of the most comprehensive local tools for ethical AI development in Eastern Europe.
