Ukraine has launched Diia.AI on the Diia portal — the world’s first national AI agent that not only answers questions but also delivers government services directly in chat. For example, a user may request an income certificate and receive it instantly in their account with email notification. The initiative simplifies access, removes the need for forms or visits, ensures 24/7 availability, and aims to place Ukraine among leaders in public-sector AI.

AI-powered CAD software helps doctors detect tuberculosis by analysing chest X-rays. It was developed to make screening faster, cheaper, and more reliable, especially where there are not enough specialists. The tool improves early diagnosis and protects people at risk, supporting global health efforts recommended by WHO.

Digital screening using artificial intelligence helps to detect diabetic retinopathy early and direct ophthalmological care to those who need it. Such programmes, carried out by nurses without the involvement of doctors, have already proved effective: they reduce costs, ease the burden on specialised facilities, and make examinations more accessible.

The programme deepens public servants’ knowledge of digitalisation and the use of digital technologies, including blockchain, virtual assets, and artificial intelligence. It highlights the role of AI in cyber security, the opportunities and risks of its application in public administration, and develops practical skills for optimising work processes while ensuring cyber hygiene and ethical AI use.

International Conference “The Use of Artificial Intelligence in Public Governance: Challenges, Opportunities, Prospects” brings together researchers and practitioners to identify effective approaches for addressing theoretical, methodological, and practical issues of AI use in governance. It also defines priority areas for training and advanced training of civil servants in the context of digital transformation and AI adoption.

The goal of the event is to promote a responsible approach to the implementation and use of artificial intelligence (AI) technologies in public administration and higher education institutions by presenting practical recommendations for public servants, educators, students, and academic staff.

Action Plan for the Implementation of the Concept for the Development of Artificial Intelligence in Ukraine for 2025–2026 is an action plan of the Government of Ukraine that aims to implement Ukraine’s Concept for the Development of Artificial Intelligence by 2030. It includes actions related to the use of AI in higher education, cybersecurity, public administration, regulation, and national defence.

The Operational Plan for 2025–2027 supports the implementation of Ukraine’s Strategy for the Digital Development of Innovation Activity until 2030. It focuses on improving STEM education, updating legislation, and fostering scientific innovation. The plan promotes collaboration among academia, industry, and startups, strengthens research infrastructure, and ensures evidence-based policymaking for a resilient innovation ecosystem.

The Sectoral Analysis developed by the Ministry of Digital Transformation of Ukraine aims to highlight the current state of artificial intelligence (AI) in the country across different sectors. It identifies existing strengths and weaknesses and outlines priority areas for AI development. The analysis reviews the leading AI projects currently being implemented in Ukraine and presents a roadmap for the adoption of a national AI strategy.
