Cloud Strategy
Published by the Department for Digital Transformation and Agency for National Cybersecurity, the strategy provides guidelines for migrating public administration data to qualified cloud services. It outlines data classification criteria and establishes the National Strategic Hub (Polo Strategico Nazionale – PSN) to host critical public sector services.
AI in tax administration
The Inland Revenue Authority (Agenzia delle Entrate) leverages advanced analytics software to prevent tax avoidance by analysing data from the Tax Registry and Archive of Financial Relations. This system enables more effective identification of potential tax compliance issues while optimising resource allocation.
PRODIGIT project
The PRODIGIT project, a collaboration between the Presidential Council of Tax Justice (CPGT) and the Ministry of Economy and Finance (MEF), aims to modernise judicial tax proceedings through AI-powered tools. The initiative focuses on enhancing efficiency and accuracy in tax-related legal processes while reducing administrative burdens. PRODIGIT leverages AI techniques such as legal summarisation and information extraction to support tax judges.
INPS’s experimentation on generative AI
The National Social Security Institute (Istituto nazionale della previdenza sociale, INPS) pioneered AI adoption in Italian public administration by implementing machine learning algorithms in 2023. The system includes a generative AI-powered virtual assistant for portal users and automated communication processing. The implementation has doubled processing capacity from 3 million to 6 million official communications annually.
National Quantum Science and Technology Institute (NQSTI)
The NQSTI is a consortium established to advance Italy's research and innovation in quantum science and technology. The institute brings together 20 Italian institutions, including research centres, universities, and enterprises, to conduct competitive and innovative research in this field. NQSTI aims to stimulate industrial innovation by providing a forum for transferring ideas and opportunities to companies.
Quantum Computing Research and Development Programme
The Italian quantum computing initiative is a key component of the National Recovery and Resilience Plan (NRRP). This programme is designed to bolster Italy’s quantum computing capabilities by supporting the entire research and development spectrum—from fundamental research to technological applications and market deployment.
IPCEI Cloud
Italy is actively participating in the EU’s Important Project of Common European Interest (IPCEI) on Cloud Infrastructure and Services (CIS). This initiative aims to develop an interoperable, open-source cloud-to-edge ecosystem to support sectors like energy, health, and maritime. Italian companies such as TIM, Fincantieri, Engineering Ingegneria Informatica, Tiscali, and Reply are key contributors to this project.
Data centres
The Polo Strategico Nazionale (PSN) is Italy’s sovereign cloud infrastructure for public administrations. It uses four national data centres to host critical public sector data and services securely and reliably. The PSN enables digital transformation of government services while promoting technological autonomy, sustainability, and resilience.
National Strategic Hub
The Polo Strategico Nazionale (PSN) is Italy’s high-reliability cloud infrastructure for public administrations. It hosts critical and strategic data and services, aiming to improve security, resilience, and efficiency in government IT. The project forms a central part of Italy’s cloud-first strategy to have 75% of public administrations using cloud services by 2026.

The Italian Strategy on Data aims to improve how Italy manages and uses public data. It seeks to enhance information assets and make public services more efficient. The ultimate goal is to benefit citizens through better data management and accessibility.
Public Administration Pillar in the Italian Strategy for AI (2024-2026)
The Public Administration Pillar of Italy’s National Strategy for AI (2024–2026) focuses on using AI to modernise public services. It aims to make administrative processes more efficient and improve the accessibility and quality of services for citizens and businesses. The strategy also promotes AI training and education for public sector employees.
National Artificial Intelligence PhD Programme
The Italian National PhD Program in Artificial Intelligence is a joint initiative of 5 federated PhD courses that bring together 60+ universities and research institutions. The 5 PhD courses share a common basis in the foundations and developments of AI, and each one has an area of specialisation in a strategic sector of AI applications. Each PhD course is organized by a lead university, in collaboration with the National Research Council (CNR).
Senate Act No. 1146 – Law on Artificial Intelligence
The AI Bill (Senate Act 1146/2024) is a national framework to implement EU AI Act 2024/1689. It enshrines principles—transparency, human oversight, data protection, non-discrimination—and delegates rulemaking to the government. It sets sectorial rules for healthcare, research, public administration and justice; establishes AgID and ACN as overseeing authorities; and introduces provisions on copyright, data localisation, cybersecurity, and research exemptions.
AGENAS National Platform
AGENAS is developing a platform that uses AI tools to assist health professionals in the diagnosis and treatment of primary care.
Digital Transition Fund
The Digital Transition Fund in Italy supports start-ups and SMEs in adopting innovative technologies, including AI, cloud computing, and Industry 4.0 solutions. It provides venture capital investments to stimulate the national innovation ecosystem. The initiative aims to drive digital transformation across sectors and supply chains.
Competence Centres Initiative
Italy's Competence Centres Initiative, launched in 2023, is a strategic programme designed to accelerate the nation's digital and green transformation, building upon the previous Industry 4.0 framework. This initiative establishes a network of eight public-private partnerships, each serving as a hub for expertise in advanced technologies such as AI, the Internet of Things, collaborative robotics, automation systems, big data analytics, blockchain, and cloud computing.
Transition 5.0 Plan
The Transition 5.0 Plan supports Italy’s move toward energy and environmental sustainability. It offers tax incentives for investments in energy-efficient digital infrastructure, smart manufacturing, and AI-driven resource optimisation. The initiative aims to reduce energy consumption while promoting renewable energy adoption.
Euro-Mediterranean Centre on Climate Change and the Cassandra supercomputer
The Euro-Mediterranean Centre on Climate Change (CMCC) is a research institution in Italy focused on climate variability and its socio-economic impacts. The deployment of the Cassandra supercomputer doubles CMCC’s computational capacity, enabling faster and more detailed climate simulations. This supports AI-driven climate research and strengthens CMCC’s role in tackling climate change challenges.
AI for Smart Cities Mobility
The AI-based Smart City Solutions initiative uses artificial intelligence to improve traffic management and public transport. It develops intelligent networks to reduce congestion in high-traffic areas. The programme also supports environmental sustainability goals as part of the broader digital transition.
Urban Mobility Data Integration
The Urban Mobility Data Integration initiative in Italy establishes a national registry of datasets and models for mobility applications. It supports the development of intelligent transport networks that can dynamically adapt to real-time demand, aiming to enhance urban mobility planning and decision-making.
