Integrated Innovation Strategy
Since 2018, Japan’s Cabinet has approved a new Integrated Innovation Strategy each year, providing an end-to-end plan from basic research to social implementation of AI and science policy. The series operationalises Japan’s multi-year STI Basic Plans and realises Society 5.0 by coordinating AI, quantum, biotech and other technologies across government. It benefits researchers, industry and citizens through sustained investment and governance of emerging technologies.
Council on Social Principles of Human Centric AI
The Council on Human-Centric AI Social Principles is an advisory body established in 2018 under Japan's Cabinet Office to develop and maintain ethical principles for AI development and deployment. It developed the Social Principles of Human-Centric AI in 2019, which guide Japan's approach to AI based on three core values: dignity, diversity & inclusion, and sustainability. The Council continues to meet annually to review and update guidance in response to technological development.
Orientation, Methodologies and Guides for AI in the Public Service
A set of guides designed to help public servants and the general public understand and responsibly use AI tools, without requiring prior IT knowledge. They provide an overview of Generative AI, its limits and risks, practical guidance for ethical use in the Brazilian public sector, tips for selecting tools, and best practices for prompt design, demystifying AI and supporting its responsible adoption.
AI Assistants for Supporting Labor Justice Conciliation
The initiative integrates five specialised AI assistants into Chat-JT, the Brazilian Labor Justice's official tool. They support the entire conciliation cycle: from intelligent screening of high-potential settlement cases to strategic risk and burden-of-proof analysis. The system also enables immediate updates of complex calculations during hearings using the SELIC rate and savings indices, ensuring precision and agility in the judicial process.
Air Travel Complaints Artificial Intelligence Initiative
The Air Travel Complaints Artificial Intelligence Initiative focuses on improving decision quality and consistency through AI‑enhanced drafting support, automating document and case‑file summarisation to streamline workflows, and accelerating complaint handling to deliver faster, more proportional, and higher‑quality resolutions.
Nusuk Card System
The Nusuk Card System is a comprehensive IoT and AI-driven crowd management initiative designed to facilitate and secure the Hajj journey for over 1.8 million pilgrims. By utilising RFID-enabled smart cards and a network of over 800 surveillance cameras equipped with AI analytics across the Holy Sites, the system tracks pilgrim movements, ensures adherence to scheduling plans, and prevents overcrowding.
RASID
RASID is an AI-powered inspection system developed by the Saudi Food and Drug Authority to support inspectors at border checkpoints. The system analyses images of medicines carried by travelers to detect controlled substances and verify compliance with regulatory rules. It improves inspection speed, accuracy, and consistency while protecting public health and preventing misuse of restricted drugs.
Responsible AI Guidance for the Public Service: GenAI
New Zealand’s Responsible AI Guidance for the Public Service: GenAI is updated guidance to support Public Service organisations and officials to explore generative artificial intelligence (GenAI) systems in ways that are safe, transparent and responsible. The guidance is part of a suite developed by the Government Chief Digital Officer (GCDO) including an AI toolkit, case studies, and other resources to be developed over time.
AI Scribe for Emergency Departments
New Zealand’s AI Scribe for Emergency Departments is an AI clinical documentation tool used nationwide to support emergency health services. Ambient, generative AI securely transcribes consultations with patient consent and automatically creates quality draft clinical notes, summaries and referral letters. Clinician time is prioritised for more direct patient care with faster documentation enabling more patients to be seen each shift.
AI-Powered Research Support Service (RSS)
The Research Support Service is an integrated platform leveraging hyper-scale AI to support the entire research process, from topic identification to report writing and dissemination of outcomes. It primarily targets public researchers, including those from the National Research Council for Economics, Humanities and Social Sciences and its 26 affiliated research institutes. It was developed to efficiently analyse vast volumes of policy research data and enhance research quality and productivity.
Enhancing Digital Security and Trust Act, 2024 (Subnational: Ontario)
In January 2025, Ontario brought the Enhancing Digital Security and Trust Act, 2024 (EDSTA) into force. EDSTA builds a foundation to support the responsible use of AI through: introducing a definition of “artificial intelligence system” in alignment with leading jurisdictions, and creating regulation-making authorities to set accountability, risk management and transparency requirements and technical standards around the use of AI systems for select public sector organisations.
REGi - Regulatory Intelligence (Subnational: Ontario)
REGi is an internal government AI tool to reduce burden and improving life for people and businesses by making it easier to find red tape and uncover opportunities to modernise laws, regulations, policies and forms. The tool currently uses AI to scan Ontario laws, including regulations, and forms to help identify government rules that businesses and individuals need to follow, including where there may be outdated language and/or overly dense rules. The tool will evolve over time.
Pakistan Digital Authority (PDA)
Pakistan Digital Authority (PDA) is a statutory body established under the Digital Nation Pakistan Act 2025 to lead Pakistan’s digital transformation. It develops and implements the National Digital Masterplan and coordinates efforts across government and stakeholders. The PDA also provides oversight, standards, and compliance for data governance, AI, and emerging technologies.
Sindh Cloud First Policy (Subnational: Province of Sindh)
The Sindh Cloud First Policy is a provincial government policy issued by the Province of Sindh, Pakistan in 2022 to mandate cloud-based infrastructure across all public sector entities. By establishing a Cloud Acquisition Office and shifting ICT procurement toward scalable cloud services, the policy builds the foundational compute layer required for AI adoption and data-driven governance across provincial departments. The policy benefits all government agencies and the citizens they serve.
Explorer
KAŞİF is an AI-based big data risk analysis system developed by TÜBİTAK BİLGEM for the Republic of Türkiye's Ministry of Treasury and Finance. It analyses daily tax and financial data of over four million taxpayers to identify risky behaviour. The initiative was developed to overcome the limits of rule-based audits and enable early detection of tax fraud, fake invoices and unjustified VAT refunds.
Cali ResuelVE Knowledge Library (Subnational: Cali)
Cali ResuelVE Knowledge Library is an AI-powered tool used in the City’s One-Stop Window to help public servants provide clear and accurate information about procedures and services. It relies on official data to deliver reliable guidance. It was developed to reduce service congestion, improve response quality, and make it easier for citizens to access municipal services.
Chatbot Flora (Subnational: Municipality of Escobar)
Flora is an AI-powered conversational assistant for the Municipality of Escobar, Argentina, designed to centralise and automate citizen-government interactions. Operating 24/7, it enables residents to manage health appointments, track administrative procedures, and access public services through a single omnichannel interface. By resolving over 570,000 inquiries annually, Flora reduces waiting times, eliminates bureaucratic friction, and optimises municipal resource allocation.
Government AI Offices
AI has witnessed a rapid development in the past two years. Establishing AI offices in government helps coordinate the adoption of Artificial Intelligence in a structured, safe and strategic way. They create opportunities for innovation, stronger governance, and improved trust in AI-powered government services.
Estishraf
Estishraf is an initiative by the Saudi Data and Artificial Intelligence Authority that enables evidence-based decision-making across government. It uses advanced analytics and artificial intelligence to analyse integrated government data, simulate policy outcomes, detect patterns and emerging risks, and generate actionable insights for policymakers. The initiative helps government entities better understand economic and social trends, evaluate policy impacts, strengthen national planning.
Generative AI for Engineering Design
This initiative is an AI-powered tool developed for the Saudi Water Authority that automatically reads and interprets complex engineering diagrams used in water desalination plants. It identifies equipment, classifies plant processes, and allows engineers to ask questions about the diagrams through a chat interface. It was developed to reduce the time and manual effort required to analyse these technically complex documents.
